Abstract: Language testing is at the crossroads of linguistics and psychometrics. Developing language tests requires gathering insight in what the ability is that we want to measure and understanding what is required to be able to observe and establish differences in this ability. In this lecture I will present a structured approach to defining the language facts that make up language ability and explain the principles we need to follow in designing valid and reliable language tests.
