{"id":489,"date":"2012-02-22T16:47:17","date_gmt":"2012-02-22T15:47:17","guid":{"rendered":"http:\/\/blog.soton.ac.uk\/oneshare\/?p=489"},"modified":"2012-11-19T12:50:44","modified_gmt":"2012-11-19T11:50:44","slug":"whose-data-is-it-anyway-rminhe-discussion-at-cetis12","status":"publish","type":"post","link":"https:\/\/blog.soton.ac.uk\/oneshare\/2012\/02\/22\/whose-data-is-it-anyway-rminhe-discussion-at-cetis12\/","title":{"rendered":"Whose data is it anyway? #rminhe discussion at #cetis12"},"content":{"rendered":"<p>An hour ago our #rminhe cluster group presented in one of the parallel sessions on the first day of the <a href=\"http:\/\/wiki.cetis.ac.uk\/Conference_2012_Programme\">JISC CETIS conference<\/a>. \u00a0The session was entitled <a href=\"http:\/\/wiki.cetis.ac.uk\/Issues_around_Using_Data_to_Improve_Student_Retention\">Issues around Using Data to Improve Student Retention<\/a> and our team from Southampton led a discussion around data ownership and privacy.<\/p>\n<p>We gathered our attendees into 4 groups and posed each group with one of the following questions:<\/p>\n<div>\n<ol>\n<li>Who are the stakeholders involved in holding data and what are their rights and responsibilities?<\/li>\n<li>What directory information should be available to everyone on the University\u00a0intranet?<\/li>\n<li>Is it reasonable to data mine the student&#8217;s trail?\u00a0Is it OK to use student data for research?<\/li>\n<li>Who should have access to which data?<\/li>\n<\/ol>\n<\/div>\n<p>The groups were given 10 minutes to discuss and explore their given topic. The following is from a Google Doc created live during the feedback session at the end.<\/p>\n<blockquote>\n<h2 style=\"font-weight: bold\">Is it OK to data mine the student\u2019s trail? Is it OK to use student data for research?<\/h2>\n<ul>\n<li>What does it mean? What is the trail? \u00a0What is legitimate to look at?<\/li>\n<li>Student declaration &#8211; what does it contain?<\/li>\n<li>Consent for national data set (given to HEFCE and HESA) and for internal uni use.<\/li>\n<li>Transparency of that statement determines the degree of confidence of whether you can use it.<\/li>\n<li>Specific function data might have more particular guidelines around it (e.g. certain student services).<\/li>\n<li>Research? Depends on the research project and whether the work will be published.<\/li>\n<\/ul>\n<h2 style=\"font-weight: bold\">What \u201cdirectory\u201d information should be available to everyone on the University intranet?<\/h2>\n<ul>\n<li>One view: Everything unless there are specific exceptions.<\/li>\n<li>Another view: Should \u2018everyone\u2019 include students?<\/li>\n<li>What about photos? Do they need it? They can join discussion groups on \u00a0VLEs. They can see each other on Facebook if they need it.<\/li>\n<li>Opt-in clause as contractual between uni and student.<\/li>\n<li>Would staff be happy to give out all details? (Home address and phone number are out of scope!)<\/li>\n<\/ul>\n<h2 style=\"font-weight: bold\">Who are the stakeholders involved with holding the data and what are their rights and responsibilities?<\/h2>\n<ul>\n<li>All of the university have some engagement with holding data.<\/li>\n<li>Parents or SLC might phone up and say they have a right to data because they are paying for it!<\/li>\n<li>Contractual obligations.<\/li>\n<li>Managing students\u2019 expectations.<\/li>\n<\/ul>\n<h2 style=\"font-weight: bold\">Who should have access to which data?<\/h2>\n<ul>\n<li>Either personalised data or de-personalised data.<\/li>\n<li>Whoever legitimately needs the data should have it?<\/li>\n<li>What makes it legitimate? Should you sell to a third party to a book company?<\/li>\n<li>\u201cBreak the glass\u201d situations may need more information.<\/li>\n<li>Explicit permission is required.<\/li>\n<li>Anyone can have properly depersonalised data (if only 3 on course, not so).<\/li>\n<li>Control of access through contact details. \u00a0Student might be overwhelmed with information.<\/li>\n<li>If everyone has access to all data there are situations where you do not need all of the data.<\/li>\n<\/ul>\n<p>Another question: Should students be able to see their own data?
